2017 Full Depth Patching Program

Beginning Monday, April 17 and continuing into mid-September, various streets will undergo full depth patching.  The work will consist of removing deteriorated areas and replacing them with full depth P.C.C. pavement.  During this time, two-way traffic will be maintained with reduced speed, with one lane traffic occurring for short periods in some areas.

2017 Street Resurfacing Program

Beginning Monday, May 22 and continuing into early September, street resurfacing will begin in various locations throughout the City.  The proposed improvements consist of pavement scarification (milling) and resurfacing with Hot Mix Asphalt (HMA), full depth concrete patching, constructing handicap accessible ramps and other related work. During this time, two-way traffic will be maintained with reduced speed, with one lane traffic occurring for short periods in some areas.

12th Street Resurfacing


Beginning August 21 and continuing through September, 12th Street will be under construction between Mississippi Boulevard and Hall Street. The work will consist of milling and removal of old surfaces, HMA pavement with granular base, driveway replacement, sodding and related construction. During this time, 12th Street will be closed to through traffic. Parking for McManus Park will be limited to Mississippi Boulevard north of the park. Pedestrian access will be permitted from Mississippi Boulevard on the south side of the park and near Hall Street on the north. The start date and duration of the project are dependent on weather.

12th St Resurfacing Location Map

Middle Road P.C. Concrete Rehabilitation


Beginning Wednesday, July 5 and continuing into Mid-August, Middle Road will be under construction
between 18th Street and Spruce Hills Drive. The work will consist of full depth concrete patching and
storm intake reconstruction. Construction will be phased in two stages. The first stage will close the two
eastbound (south) lanes with two-way traffic being moved to the westbound (north) lanes. The second
stage will close the two westbound (north) lanes with two-way traffic being moved to the reconstructed
eastbound (south) lanes. The start date and duration of the project is dependent on weather.

Middle Road Resurfacing – 53rd Avenue to Hopewell Avenue


Beginning Wednesday, July 5th and continuing through July, Middle Road will be under construction
between 53rd Avenue and Hopewell Avenue. The work will consist of milling the existing Hot Mix Asphalt
(HMA) overlay, full depth patching of the underlying concrete base as needed, full depth HMA widening
of the roadway, HMA resurfacing and pavement markings. During this time, northbound traffic will be
maintained with reduced speed. Southbound traffic will be detoured for the duration of the project. The
detour route will be west along Hopewell Avenue to Devils Glen Road, then south along Devils Glen Road
to 53rd Avenue, then east along 53rd Avenue to Middle road. The start date and duration of the project is
dependent on weather.

Baron Court Reconstruction

Beginning Monday, June 5th, and continuing for approximately two months, Baron Court, from east of 18th Street to the end of the court will be reconstructed.  The project will consist of four stages and during each stage of closure it will be necessary for residents on the affected stage to park on Baron Court outside of the construction zone.  Storm sewer work will begin immediately on 18th Street from south of Navajo Drive continuing north to Baron Court.  This will require closure of the northbound outside lane on 18th Street from Navajo Drive to Baron Court.  Access will be allowed to Navajo Drive at all times.

The contractor intends to construct two half-width stages starting on the north half of the cul-de-sac on Baron Court and after completion the south half will follow.  Once all work on the cul-de-sac is finished, construction will continue on the north half of Baron Court from the ending point of the completed cul-de-sac work to the 18th street intersection.  After the north paving lane is completed, the south paving will be constructed.  Access will be allowed to Baron Court at all times during construction.

The start date and duration of the project is dependent on weather.

Avalon Court Reconstruction

Beginning Monday, May 22nd, and continuing for approximately two months, Avalon Court, from south of Avalon Drive will be reconstructed.  This will include the intersection of Avalon Drive with the entire project being constructed in four stages.  During each stage of closure it will be necessary for residents on the affected stage to park on either Avalon Court or Avalon Drive outside of the construction zone.  Storm sewer work will begin immediately on Avalon Drive followed by paving the south lane of Avalon Drive then the north lane.  After completion of Avalon Drive work will resume on Avalon Court in two half-width stages allowing access to the court at all times.  

Avalon Drive will be closed to thru traffic during construction and accessible to local traffic only.  The start date and duration of the project is dependent on weather.

Midland Hill Drive Reconstruction - From Echodale Drive To Tanglefoot Lane

Beginning Monday, April 24th and continuing through July, Midland Hill Drive from Echodale Drive to Tanglefoot Lane will be reconstructed.  It will be closed to through traffic within the project limits (weather dependent).  One lane of traffic will be allowed for local residents only.  There will be no parking allowed on either side of Midland Hill Drive for the duration of the project.  Residents are asked to park along Echodale Drive during this project.

Elmwood Lane Reconstruction - From Elmwood Avenue To Middle Road

Beginning Monday, May 1, and continuing through July, Elmwood Lane from Elmwood Avenue to Middle Road will be reconstructed.  It will be closed to through traffic within the project limits (weather dependent).  One lane of traffic will be allowed for local residents only.  There will be no parking allowed on either side of Elmwood Lane for the duration of the project.  Residents are asked to park along Elmwood Avenue during this project.

Medina Drive Reconstruction - From Sunny Hill Drive To Oakwood Drive

Beginning Monday, May 1, and continuing through July, Medina Drive, and the intersection of Sunny Hill Drive will be reconstructed.  The contractor plans to close Sunny Hill Drive at Medina Drive, and Medina Drive to through traffic within the project limits (weather dependent).  One lane of traffic will be allowed for local residents only.  There will be no parking allowed on either side of Medina Drive for the duration of the project.  Residents are asked to park along Sunny Hill Drive, north or south of the intersection with Medina Drive during this project.

Halcyon Drive Reconstruction

Beginning Monday, April 24th, and continuing for approximately two months, Halcyon Drive, from east of Harding Court to Devils Glen Road, will be reconstructed.  It will be closed in two half-width stages.  During each stage of closure it will be necessary for residents on the affected stage to park on Arrowline Court, Harding Court, or on Halcyon Drive outside of the construction zone.

No access will be allowed to Halcyon Drive from Devils Glen Road during construction.  A detour will be set up using Pleasant Drive at Devils Glen Road for access to Halcyon Drive. The start date and duration of the project is dependent on weather.

Spruce Hills Drive P.C. Concrete Rehabilitation

Beginning June 1, and continuing through the end of June, Spruce Hills Drive will be under construction between 18th Street and Woodland Lane. The work will consist of full depth concrete patching and storm intake reconstruction. Construction will be phased in two stages. Each stage will close two lanes with two-way traffic being moved to the adjacent two lanes. The start date and duration of the project is dependent on weather.

Spruce Hills Drive Resurfacing

 Beginning August 1 and continuing through August, Spruce Hills Drive will be under construction between

18th Street and Woodland Lane. The work will consist of asphalt resurfacing. Construction will be phased in two stages. Each stage will close two lanes with two-way traffic being moved to the other two lanes. The start date and duration of the project are dependent on weather.

Forest Grove Drive Phase II

Forest Grove Drive will be closed to thru traffic east of Devils Glen Road for construction of Phase II of the Forest Grove Drive reconstruction project. During this time, traffic will be detoured south on Middle Road to either Hopewell Avenue or 53rd Avenue. Local residential traffic between Devils Glen Road and International Drive will be provided temporary access. Access to the Beaver Crossing subdivision will be restricted to the use of Friendship Path with International Drive closed at the intersection.  This work is expected to last into 2017.

Construction of Phase I of the project is complete but will not be opened to traffic until the City of Davenport led project is completed and the tie-in is made at the west end of the project. The anticipated completion date for that work is late spring / early summer of 2017.

Update on Downtown Road Project

The mainline pavement along US 67, Kimberly Road and several other local streets has been completed and is open to traffic. Sanitary sewer work still remains to be completed in the area near old State Street and 15th Street, just west of City Hall. Once that sewer work has been completed and State Street has been patched, 15th Street between State Street and US 67 will be reconstructed.  There is also some additional paving that remains west of the bridge on State Street where it will dead end, in addition to various pieces of sidewalks and driveways that will be restored. The contractor has an estimated completion date of the end of May 2017 currently, weather pending.
